How to Give

The endowment fund is administered by the Community Foundation of Johnson County. Contact them for more information on the Tim Shields Endowment Fund or the governing body.

Any contribution to the Tim Shields Endowment Fund is tax deductible contribution for both federal and state income taxes. In addition, any contribution of a hundred dollars or more is eligible for a twenty percent state tax credit.

What is the fund?

The Tim Shields Endowment Fund was created to memorialize and further Tim’s belief in quality municipal government in the state of Iowa. The endowment’s purpose is to provide education and leadership development for local elected and appointed officials.

How is the fund used?

The Tim Shields Endowment Fund Advisory Board researches and recommends uses for the earnings from the fund in accordance with its established purpose.

Distributions from the fund may be used to defray expenses for city official educational programs and speakers. Recent distributions have been made to the Iowa Municipal Management Institute, a conference primarily designed for city manager development.

Our plans

As the fund grows and larger distributions can be made, the board would like to contribute to elected official training as well.

Who Was Tim Shields?

Tim Shields was a former Director of the Institute of Public Affairs at the University of Iowa. Tim is best known for his tireless service as the Director of the Institute of Public Affairs for 24 years until passing on May 26, 2004. Working for the Institute, Tim traveled the state, giving inspirational seminars on leadership, facilitating strategic planning, goal setting and visioning exercises for communities and warmly encouraging the best municipal service possible for citizens.

Tim worked closely with the Iowa League of Cities, the Iowa City/County Management Association, the Iowa State Association of Counties, the Iowa Municipal Finance Officers Association and the Iowa Association of Municipal Utilities.

Although Tim received many awards, his impact on improving the quality of local government throughout the state may be his most significant professional legacy.
